SISV inspectors remind boatmasters about the rules for navigation on small vessels

Navigation of small vessels on navigable reservoirs is allowed from the moment of opening of navigation until its closure, and on non-navigable reservoirs-after the decline of flood waters before the beginning of ice formation.
On January 1, 2021, the Rules for the Use of Small Vessels on Water bodies of the Russian Federation came into force. Boatmasters and persons operating a small vessel are obliged to comply with the requirements of these Rules. 
Item 11:
When swimming in individual life-saving equipment must be:
a) person water bike (jet ski), on small boats towed devices (water skiing, wakeboarding, lifting and towing systems and inflatable towable and other devices) 
b) persons while driving on small undecked vessels up to a length of 4 meters, inclusive, 
C) persons who are outside on the deck of a small vessel (or undecked small boats) during locking, or the passage of the waters of the port;
d) children under 12 years of age who are outside the ship's premises.
Item 14. :
It is prohibited to operate vessels in the presence of one of the following malfunctions:
1) the presence, regardless of the location, of fistulas and holes in the hull skin, damage to the hull set, or the absence of its elements provided for by the design;
2) the absence or depressurization of sealed compartments, air boxes or buoyancy blocks provided for by the design of a small vessel;
3) the full angle of the rudder shift (35 degrees on each side) is not provided, the steering wheel rotation is difficult in accordance with subparagraph " b "of paragraph 45 of the technical regulations of the Customs Union" On the safety of small vessels»;
4) damage to the steering wheel pen or steering drive parts (guide blocks, support bearings, tension lanyards, steering gear), the presence of breaks in the steering wheel cables;
5) the absence of the steering drive mounting parts provided for by the design (nuts, cotter pins, lock nuts);
6) fuel leakage from the tanks, hoses of the power system;
7) the presence of vibration or noise level of the engine (outboard motor), exceeding the permissible values of the operational documentation;
8) damage to the remote control system of the engine, reverse gear;
9) non-compliance with the standards of the complete set and equipment of the vessel established by the technical regulations of the Customs Union "On the safety of small vessels»;
10) the lack of individual life-saving equipment according to the number of persons on board, or their malfunction;
11) anchor devices and mooring equipment (bollards, cleats, rolls, cleats, bales) do not ensure the retention of a small vessel when it is parked, moored and locked.
According to Part 3 of Article 11.8 of the Administrative Code of the Russian Federation " Violation of the rules of operation of ships, as well as the management of the ship by a person who does not have the right to manage»:
 Management of a vessel (including a small vessel subject to state registration) that is not registered in accordance with the established procedure or has malfunctions with which its operation is prohibited, entails the imposition of an administrative fine in the amount of fifteen thousand to twenty thousand rubles.
