From September 24 to 26, there were command post trainings with authorities, organizations and enterprises of Nizhnekamsky Municipal District and the City of Nizhnekamsk in Nizhnekamsky Municipal District. During the trainings, actions of authorities and forces of Nizhnekamsk unit of territorial subsystem of the Republic of Tatarstan of single state prevention and liquidation system under a threat and liquidation of accidents, catastrophes and natural disasters, and conversion of civil defense system of the municipal district from peacetime to wartime were worked out.

Workers of all departments of fire service of the Republic of Tatarstan hold preventive raids in the frame of the supervisory and preventive operation “Zhilische-2014”. The staff of the separate post of the village of Yalkyn of Chistopolsky squad of fire safety of the republic of Tatarstan held a round of houses in the village of Levashovo and Yalkyn of Alekseeevsky Municipal District. Special attention during the round was paid to places of residence of dysfunctional families, single old citizens and people with disabilities, and persons abusing alcohol.

A large scale trainings on liquidation of consequences of severe traffic accident was held in the frame of command post trainings of forces and means of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan and EMERCOM of RT with authorities, organizations and enterprises of Nizhnekamsky Municipal District and the City of Nizhnekamsk in the city of petrochemists. On September 25-26, 2014, there was held V International Congress “Road Safety for the Safety of Life” in Saint Petersburg under the auspices of the Council of Federation of the Federal Assembly of the Russian Federation and the Interparliamentary Assembly of the CIS member states. It was attended by specialists from EMERCOM of Russia.

Incidents for September 28:

Fire departments of Federal Fire Service of Headquarters of EMERCOM of Russia on the Republic of Tatarstan went on alert 67 times. Including burning garbage extinguishing – 4. Firefighters of the republic eliminated – 11 fires, 3 of them in the residential sector.

Causes of the fires are following: careless handling of fire – 4, violation of fire safety rules during furnace use – 1, carelessness when smoking – 3, violation of electrical equipment use rules – 1, wrong installation and defect in heating furnace and chimney – 1, arson – 1.

Missions of fire departments on rescuing at the elimination of the consequences of traffic accidents – 15 times.

Missions of voluntary fire protection units on fire fighting – 5.

Missions of search and rescue units of EMERCOM of RT – 10 times. Including: door unblocking – 6, searching operations on the water – 2, lesson – 1, others – 1.

An incident on the territory of FKP “Kazan State breech powder plant” in a two-story brick building by the address Kazan, Kirovsky District, 1st May St., 14 was reported. A task group of HQ EMERCOM of RF for RT and a detachment of Special Department number 35 of the Federal Fire Service of EMERCOM of Russia (for the protection of restricted objects) went out to the scene. The first and second floors of the separately located building on the area of 300 sq. meters were partially ruined.

On September 27 at 00:35, a disaster of two men on the Volga near the settlement of Arakchino of Kirovsky District of Kazan was reported via 112 single emergency call number. On a “Khivus-6” hovercraft, the duty guard of №2 zonal search and rescue unit of Search and Rescue Service of RT was sent to the scene. The rescuers set the ship afloat and accompanied the unfortunate skipper to the shore. At 02:45 rescue forces were given a release.

Fire departments of Federal Fire Service of Headquarters of EMERCOM of Russia on the Republic of Tatarstan went on alert 62 times. Including burning garbage extinguishing – 5. Firefighters of the republic eliminated – 8 fires, 4 of them in the residential sector.

Causes of the fires are following: careless handling of fire – 2, violation of fire safety rules during heating appliance use – 1, carelessness when smoking – 1, violation of fire safety rules during furnace use – 2, defect in heating furnace – 1, violation of electrical equipment installation rules – 1.

Missions of fire departments on rescuing at the elimination of the consequences of traffic accidents – 17 times. 2 persons were rescued.

Missions of voluntary fire protection units on fire fighting – 5.

Missions of search and rescue units of EMERCOM of RT – 6 times. Including: searching operations on the water – 1.

Objective of the festival - to talk about modern heroes - firefighters, members of other professions, ordinary people who have shown heroism and courage, just come to the aid of his neighbor; involve the public to participate in voluntary movements, Vol. h. voluntary fire brigade.

Annually, the competition is attended by the staff and units of EMERCOM, representatives of other federal executive authorities, journalists, and ordinary citizens who helped victims at difficult situations — adults and children. The winners were determined at three levels: regional (subjects of the Russian Federation), interregional (Federal District), federal (Moscow). Winners will be awarded with diplomas and valuable prizes. 

On September 25, there was held a contest of professional skills for the title of “The best employee (worker) of fire-extinguishing service of fire service for the Republic of Tatarstan” in Nizhnekamsk on the training ground of OFPS-1. There were 10 participants. A resident of Nizhnekamsk, chief of duty guard of fire-extinguishing service of OFPS-1, Shipkov V. N. took the first place. The second place was taken by a participant from Kazan DSPT CUKS, Girfanov R. M., and the third – Mirzegaliamov D. D. from OFPS-7, Kazan.

Fire departments of Federal Fire Service of Headquarters of EMERCOM of Russia on the Republic of Tatarstan went on alert 71 times. Including burning garbage extinguishing – 16, dry grass extinguishing – 7. Firefighters of the republic eliminated – 4 fires, 1 of them in the residential sector.

Causes of the fires are following: defect in vehicle systems, mechanisms and components – 1, violation of electrical equipment installation rules – 2, arson – 1.

Missions of fire departments on rescuing at the elimination of the consequences of traffic accidents – 12 times.

Missions of voluntary fire protection units on fire fighting – 7.

Missions of search and rescue units of EMERCOM of RT – 4 times. Including: door unblocking – 1, command post exercises – 1, demonstration trainings on responding to traffic accident – 1, others – 1.
