According to Complex Plan of Main Events of EMERCOM of Russia, from April 21 to 23, 2015 command-stuff exercises will be held. In Volga Federal District exercises on actions during elimination of emergencies of interregional and federal character.

According to Federal State Budgetary Institution “Hydrometeorology and Environment Monitoring Office of the Republic of Tatarstan” data, in the late afternoon and in the evening of April 20 until the night of April 21, 2015 average 15-20 m/s wind intensification from South-East changing to South-West with gusts up to 21-26 m/s is expected.

According to the results of the zonal stage of All-Russian Military Sports Game “Zarnitsa”, cadets of EMERCOM’s “Firefighter-rescuer” corps of Naberezhnye Chelna cadet school named after Hero of the Soviet Union, Nikita Kaymanov, took the 1st place in overall. The zonal stage which was attended by 8 teams of cadet classes from cities and districts of the republic was held in Menzelinsk. Chelny cadets brought home six diplomas.

Fire departments of Federal Fire Service of Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 144 times. Including burning garbage extinguishing – 37, dry grass extinguishing – 6, false alarms – 75, short circuit of wiring without burning – 4, singed meal – 3, cooperation with other services – 4, others – 4. Firefighters of the republic eliminated – 12 fires, 7 of them in residential sector.

Causes are: violation of electrical equipment technical use rules – 1, careless handling of fire – 3, violation of fire safety rules during furnace use – 3, violation of electrical equipment installation rules – 1, ascertain – 1, wrong installation and defect in heating furnace and chimney – 1, violation of fire safety rules during electrical equipment use – 1, carelessness when smoking – 1.

Missions of fire departments on rescuing at the elimination of the consequences of traffic accidents – 3 times. 2 people were saved.

Missions of voluntary fire protection units on fire fighting – 7.

Missions of search and rescue units of EMERCOM of RT – 9 times. Including: door unblocking – 3, others – 3, preventive raid at mass gathering places of fishermen – 4, examining mass recreation areas of citizens in forest zones – 1.

Including burning garbage extinguishing – 9, dry grass extinguishing – 3, false alarms – 44, singed meal – 2, cooperation with other services – 10, others – 1. Firefighters of the republic eliminated – 7 fires, 2 of them in residential sector.

Causes are: violation of fire safety rules during furnace use – 1, careless handling of fire – 2, violation of electrical equipment technical use rules – 2, carelessness when smoking – 1, wrong installation and defect in heating furnace and chimney – 1.

Including burning garbage extinguishing – 7, dry grass extinguishing – 1, false alarms – 33, short circuit of wiring without burning – 3, singed meal – 3, cooperation with other services – 16, others – 1. Firefighters of the republic eliminated – 9 fires, 4 of them in residential sector.

Causes are: violation of fire safety rules during electrical equipment use – 2, careless handling of fire – 1, violation of fire safety rules during electrical household appliance use – 1, arson – 2, violation of electrical equipment installation rules – 1, carelessness when smoking – 1, ascertain – 1.

A grass fire is a setting fire to last year’s dry grass. These burnings may cause fires. Forestry bodies often set controllable fires at certain places that are often visited by people in order to prevent from the possibility of forest fires. But more often the cause is negligence and carelessness.

On April 16, 2015 at 12:57 P.M., there was received a report on locating of about 40 people on an island in Laishevsky Municipal District near Kurmanakovo settlement. The fishermen could not leave the island on their own. “Chivus-6” with 2 rescuers of ZPSO No.2 left for the site of incident. When they arrived there were 23 people. 15 people, 5 units of techniques, including 4 people, 2 units of techniques from EMERCOM of Russia were involved in eliminating the incident. All 23 people were evacuated at 2:50 P.M.
