Supernumerary rescue formations of the enterprises - the first in emergency situation epicentre

Mobility and readiness of nonprofessional signalmen, scouts and doctors at emergency situation liquidation in peace and a wartime have been checked at a final stage of republican competitions which have taken place on September, 25th in capital of Tatarstan. 9 teams have taken part there, representing the various industrial enterprises of republic.

To each team, which structure included three divisions as a group of investigation, group of communication and a sanitary team, - it was necessary to show not only theoretical knowledge, but also practical skills in actions in liquidation of an emergency situation consequences.

- We organize the competition among supernumerary rescue formations to reveal the best in activity directions, - the deputy chief of Central administrative board of the MES of Russia in RT colonel Andrey Orlov has noted. - The main task of competitions is a perfection of practical skills of staff at solving of problems on mission. Today competitions are organized between sanitary team, communication and investigation groups. The competitions have an old history, they began to be spent in 1961. Then in times of reorganization the actions were not spent. We have restarted them since 2002 and now we spend them annually. The first stage was spent among workers in cities where participants of competitions demonstrated the mobility and readiness. Then the second stage, final passes in Kazan. Those skills, which staff is getting during these trainings, are necessary for them in their life.

It is necessary to tell that in actual practice the leading role is taken away to investigation group. The prospecting group, in case of ES, the first goes to the defeat centre, defines presence radioactive and poison gases, their concentration and transfers in a staff the information through the radio station. "Scouts" solved all these problems in the conditions approached to real - in rubber suits from feet to a head and in gas masks they passed all stages. On the last one it was necessary to leave the centre of infection.

- At our enterprise there can be a depressurization, explosion of lubricating materials, there is also chemically dangerous manufacture, there can be a threat of chemical danger. In this case our group of investigation the first goes to the defeat centre, defines conditions and looking for safe ways of people evacuation, - the scouts commander of «Factory of Sergo» Sergey Travkin has opened problems of the group.

All actions of scouts were estimated for seconds and correctness of performance. The team which has faultlessly passed all stages could earn 20 points. Certainly were both errors, and hitches. The Kazan scouts from "Kazanorgsintez" have appeared the most prepared team.

Important value in case of liquidation of ES consequences is also fast communication adjustment. The infection radius can be different, therefore to signalmen, with heavy the twelve kilogram coil of a wire and radio station, it was necessary to overcome distance in 500 meters. The specification for five points made 5 minutes. Except direct devices of communication the axe, a pick and even a saw enters into equipment of the signalman. Neither the windbreak, nor the deep river should not become an obstacle for signalmen. At this stage of competitions the best are also signalmen of factory "Kazanorgsintez".

Unfortunately, almost any emergency situation does not do without injured, and without prepared sanitary team here not to manage in any way. Representatives of sanitary teams have shown the qualified rendering of the first medical aid and evacuation of the patient from the centre of chemical infection, nuclear defeat and the centre of infectious diseases. Judges strictly checked out their equipment, medicines and ability to use them.

- The main our task in case of ES to operate quickly, without a panic - the participant of a sanitary team of "Elhovneft" from Almetyevsk Svetlana Zaneeva has told. – In the enterprise for us monthly pass both theoretical, and a practical training with sanitary teams, for this purpose there is special day. I do not feel sorry for spent time for these exercises, because skills of rendering of the first pre-medical help are necessary in a life.

The best in performance of the functional duties became the sanitary team from Open Society «Zelenodolsk design bureau».

According to team results the first place was occupied by formations of a civil defense of Kazan. The second place Zelenodolsk have taken, and the third national team from Almetyevsk have been awarded.
