How to save a gardening partnership against fire, how to observe all requirements of state fire supervision - these and other issues were raised today at the training workshop organized by the Tatar Republican branch of the public organization «the organization» together with the Main Directorate of Russia's EMERCOM in the Republic of Tatarstan and the «City by the Association of gardeners» , Kazan. This teaching forum is held in the Republic for the fifth time, because protection of the territory of horticulture from fire not only the task of municipal district administration, and, first of all, it is a headache chairmen of the gardening societies.

Fire safety requirements applicable to the garden in companies, announced before the listeners head of branch Department of the State fire supervision of management and Supervisory activity of Russia's EMERCOM in the Republic of Tatarstan, the Colonel of internal service Igor Marinin. He informed the audience that in 2013 on the territory of horticultural associations happened 208 fires, which is 15% of the fires were smaller compared to the year 2012. The number of people killed in the fires of the people increased to 15 people, and another nine injured. The direct material damage from fires has made 7 million 530 thousand roubles.

The main cause of fire was the careless handling of fire - 76 (48,27%) cases, violation of the rules of the device and operation of furnaces - 62 (9.3%) cases of violation of rules of operating electrical equipment - 49 (25.5%) cases, arson - 10 (11.72%) cases. Only for the 1st quarter of 2014 occurred on fire. The direct material damage from fires has made more than 30 thousand rubles

Next Igor Marinin brought to the chairmen of sadovodchestvo a number of requirements, which should be carried out on their territory. In each horticultural organization must be set corresponding to their fire danger, fire regime, regulated the actions of the employees of the organization at detection of a fire; defines the procedure and deadlines for the fire drill and practice for fire-technical minimum, and also appointed responsible for their conduct.

The territory of horticultural associations, should promptly be cleansed of combustible waste, garbage, packaging, leaves, dry grass, etc. Roads, passages and entrances to buildings, constructions and water sources used for fire-fighting purposes, should be kept clear for passage of fire fighting equipment is kept in good working order and in winter to be cleaned from snow and ice. Fires, burning of waste and containers are not allowed within the established norms of designing of fire distances. Incineration of waste and containers in specially designated areas should be done under control of operating personnel.

Head of branch of Department UND reminded the chairmen of the conditions of storage of gas cylinders by a capacity more than 12 litres. Such cylinders must be kept out of residential premises, away from home and «wrap» in a steel case. - Often gas cylinders stored in the garden, the Lodge bear a serious risk, - told Igor Marinin. - In case of fire tank with gas can explode, resulting in a threat to the lives of the firefighters involved in the fighting, and others.

Note gardeners should and on the wiring, and on the observance of fire safety rules at operation of stoves and electric appliances. Among other things, to the existing requirements of fire safety was added new items. Owners of individual houses, including residential premises locked buildings, located on the territories of rural settlements, horticultural, gardening and dacha non-commercial associations of citizens, to the beginning of the fire season is provided on the land plots, where these houses, capacity (barrels) with water or fire extinguisher. It is also prohibited to arrange in the basements and ground floors workshops, and to place other business premises, placement of which is not allowed by the normative documents on fire safety, if there is no independent entry or exit of them are not isolated fire barriers from shared staircase. When carrying out emergency and other construction and restoration works, you cannot use a temporary wiring, including extension cords, power strips that are not held by its characteristics for supply of used electrical appliances. These and many other novelties caused lively discussion in the hall among all the participants. After answering all the questions, Igor Marinin continued. -

- Under current rules horticultural society, located near forests, should have the mineralized zone, width 1.4 m. But we still need a reservoir for water extraction - natural or artificial, is also needed pumps. Site gardening (dacha) of the Association shall be provided with fire-prevention water supply by connecting to an external water supply networks or through the device of the fire fighting reservoirs or tanks. The network of fire water supply system should be in good condition and provide required by the norms of water consumption for the needs of fire. Check their health should be carried out not less often than two times a year (spring and autumn). In addition, each of gardening Association must be installed warning system truckers about the fire. Ideally it would be nice if in the territory of garden societies, their chairmen created patrols to identify violators of fire legislation.

After plenary part of the conference there was held a practical training in fire prevention as chairmen of sadovodchestvo and guards. They were taught to do in case of fire, the use of pumps and familiarized with the list of primary fire extinguishing means in the fire shield.

The chairmen of the gardening societies are not only received the necessary knowledge and useful tips, but also on the practical experience learned to use fire pumps and primary fire extinguishing means.

- According to the results of the studies conducted, we can make certain conclusions. Many Chairpersons of the gardening societies today, there are already a professional approach in questions of maintenance of fire safety on their territory.
