The Main Department of the EMERCOM of RT warns about the responsibility of owners and tenants of farmland for burning stubble, remnants and dry grass

According to the space monitoring system, only for April 15, 16 thermal points were registered on the territory of the republic.
Since the beginning of the year, 36 thermal points have been registered, and 36 have been confirmed.
In total, on April 15, Tatarstan firefighters went out 37 times to extinguish fires of dry grass.
The growth of fires of dry grass, stubble and crop residues is directly related to the deliberate violation of fire safety requirements by the owners or tenants of farmland.
Those responsible for burning dry grass, stubble and crop residues bear administrative responsibility. In accordance with Article 20.4 of the Administrative Code of the Russian Federation, violation of fire safety rules entails the following punishment:
under Part 1, in the form of a warning or the imposition of an administrative fine:
on citizens in the amount of two thousand to three thousand rubles;
for officials-from six thousand to fifteen thousand rubles;
for persons engaged in business activities without forming a legal entity-from twenty thousand to thirty thousand rubles;
for legal entities-from one hundred and fifty thousand to two hundred thousand rubles.

In addition, such actions can cause a large fire and lead to human casualties, and then the perpetrators of the fire will be criminally liable under Article 168 ("Destruction or damage to property by negligence"), Article 261 ("Destruction or damage to forest plantations") of the Criminal Code of the Russian Federation.
Thus, the heads of municipal districts and city districts of the Republic of Tatarstan are obliged to take all primary fire safety measures – to update the plowing of settlements, to clear the entrances to reservoirs in case of fires, to prevent the accumulation of thickets of dry grassy vegetation on the territory of settlements.
And the residents of the republic should do everything that depends on them:
- mow the adjacent territories, and immediately remove the mown grass;
- clean the area around the buildings from dry grass, foliage, and debris;
- keep available primary fire extinguishing equipment – fire extinguishers, water barrels, sand boxes-in an accessible place.
