People gathered at the memorial complex on the Volga bank near the village of Syukeevo of Kamskoe Ustye District. Relatives and those who managed to survive came to commemorate the perished on July 10, 2011. The memorable  event was also attended by the Chief of People’s Safety on the Water Department of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan, Yuri Venediktov, the First Deputy Minister of Labour, Employment and Social Protection of RT, Marat Gafarov, the Head of Kamskoe Ustye Municipal District, Pavel Lokhanov, Captain of the “Arabella” touristic power ship, Roman Lizalin, who organized the operation on rescuing the passengers and the crew of “Bulgaria” power ship, and liquidators of consequences of that horrible emergency.

At 0:24 P.M., there was received a report on fire in an apartment on the 3rd floor of a 9-floor building in Naberezhnye Chelny. The fire spread to three apartments through balconies. 104 people were evacuated from the building’s entrances. 6 people were saved from a zone of thick smoke from upstairs by units of gas and smoke protection service with the help of rescue masks. Firefighters took one girl (not walking disabled) out on their hands. Another seven people were rescued by a fire motor ladder.

Fire departments of Federal Fire Service of Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 92 times. Including burning garbage extinguishing – 10, false alarms – 42, abandoned buildings – 3, short circuit of wiring without burning – 1, burnt meal – 4, cooperation with other services – 7. Firefighters of the republic eliminated – 10 fires, residential sector – 5. 3 person was injured and rescued.

The regional stage of the tally started in Kazan on July 9. At 6:00 P.M., the race began along Sibgat Khakim St. on a specially covered sandy road. More than 120 off-road cars and trucks that represent more than 30 countries showed the skills of professional driving. GIMS employees were on duty on the area of the river Kazanka from Kremlin transport dam to Millennium bridge.

Firefighters of the republic eliminated – 12 fires, residential sector – 8. 3 people were rescued.

State Inspection for Small Vessels of the Republic of Tatarstan reports that during the period between 6:00 A.M. and 11:00 P.M. on July 9, 2016, there will be introduced a ban on usage of small vessels, as well as sailing, walking, sports, including jet skis, kayaks, rowing boats on the area of the river Kazanka from Kremlin transport dam to the Millennium bridge.

During the period between July 4 and 8, 2016, the Headquarters of EMERCOM of Russia for the Republic of Tatarstan and EMERCOM of the Republic of Tatarstan, territorial departments and subordinated institutions were involved in tactics and combat drills on alerting for actions by directions in peacetime and wartime. The set goals have been reached qualitatively and timely, training issues were worked out fully. All of the identified remarks were eliminated, and the staff of departments gained additional knowledge and skills.

On July 8, 2016, chief of Volga Regional Center of EMERCOM of Russia, Colonel General of inner service, Igor Panshin came to the Headquarters of EMERCOM of Russia for the Republic of Tatarstan with a working visit. Within the visit, he held a conference on issues of work efficiency of contract departments with heads of structural departments of the Headquarters and departments of federal fire service, as well as with the leadership of objects under security. Also, the conference was attended by representatives of Tatarstan government and finance ministry of the republic.

From the afternoon on July 9 until night on July 10, 2016, during the passage of active front divisions and occurrence of a cyclone, there are thunderstorms, heavy and very heavy rain, strong wind with gusts up to 15 to 20, locally to 25 m/s, hail on some areas are expected on the territory of the Republic of Tatarstan.
