As of 10.00 AM, the forecast came true in the part of strong precipitation in the form of snow and sleet, maximum wind gusts on Western and Central parts of the republic were up to 22 m/s. To 10.00 AM on February 2018, there was a power outage in 72 settlements with the population of 15,804 people in 11 municipalities. For cleaning of roads of federal and republican significance there were attracted 761 units of snowplows, including 230 can be used to tow, and 36 trawls are in readiness.

Incidents as of February 4:

Fire departments of Federal Fire Service of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 49 times. Including garbage extinguishing – 3, false alarms – 16, short circuit of wiring without burning – 7, meal burning – 3, cooperation with other services – 5, others – 2. Firefighters of the republic eliminated 11 fires: residential sector – 4, outhouses – 1, saunas – 3, vehicles – 1, garden houses – 1. 2 persons were rescued.

To February 5, 2018, there are forecasted severe weather events in the form of very strong Southern wind of 15-20 m/s, at places gusts up to 25 m/s, strong precipitation in the form of snow and sleet, icy rain, snowstorm with poor visibility to 500 metres or less. All municipal districts were recommended to refrain from holding mass events in the open air, as well as transporting children for long distances. For cleaning of roads of federal and republican significance there were attracted 761 units of snow-removing equipment.

Rustam Nigmatullin: the main thing is the monitoring of the situation, readiness of forces and means for immediate response to occurring disasters and emergency situations, the movement of intercity transport and school buses, vigilant control of objects of housing and energy.

Management bodies and forces of Headquarters of EMERCOM of Russia for the Republic of Tatarstan operate in the mode of 'INCREASED READINESS'. To provide help there are 144 brigades of ambulance, 33 crews of the traffic police, 46 mobile filling stations and tankers, as well as 6 units of specialized equipment adapted for operation in severe road and climatic conditions.

According to the Office of Hydrometeorology and Monitoring of the Natural Environment of the Republic of Tatarstan in the evening on February 4 and at night and in the afternoon on February 5, 2018, during the passage of active frontal divisions on the territory of the Republic of Tatarstan and in Kazan followings are expected:

Today, GIMS inspectors conducted a joint raid on the river Kama on the area of unauthorized ice passage of the Kama between the settlements of Sokolka and Novozakamsky, Mamadysh Municipal District. During the raid inspectors of traffic police stopped five cars, which had planned to move on the banned passage. To prevent accidents on the ice, the area on the Kama will be under the of GIMS employees.

Today 7 teams of higher and secondary educational institutions of the capital of Tatarstan gathered in the acting hall of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan. This year 21 participants, three people in each team came for the 'Human Factor'. 'The Human Factor' All-Russian competitions, organized by EMERCOM of Russia with the support of the Center of emergency psychological aid of EMERCOM of Russia are held for the third year. The aim of the project is training youth measures of providing psychological support and first aid to citizens in case of accidents, injuries and other conditions that threaten their life and health. They improve assimilation of theoretical knowledge and practical skills in providing psychological support and first aid.

Places of residence of lonely, elderly citizens, families with many children are again at the center of attention of EMERCOM employees. As practice shows, in conditions of low temperatures the number of fires in the residential sector increases. In Zelenodolsk, fire service staff and social workers interdepartmental raids carry out regularly. The main purpose of preventive raids is not to punish, but to show and explain exactly by what threatens the violation of fire safety rules.
