On the Eve of October 4, the Day of Civil Defense of Russia, Rafis Khabibullin Addressed to Civil Defense Specialists and Veterans

October 4 is the Day of Civil Defense of the Russian Federation. On that day in 1932, Board of people's commissars of the USSR ratified “Regulations of Air Defence of the USSR Territory”, according to which the local air defense (LAD) was separated to an independent constituent of the whole USSR air defense system. Civil Defense of the USSR became the inheritress of LAD, then it became Civil Defense of the Russian Federation. This year, civil defense system is 83 years. On the eve of the holiday, Chief of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan, Rafis Khabibullin, addressed to specialists and veterans of civil defense.
