The Day of civil defense of the Russian Federation

On October, 4th - The Day of a civil defense of the Russian Federation. This day in 1932 the Council of National Commissioners of the USSR approved «Position about antiaircraft defense of the USSR territory». This date is the beginning of existence of the USSR Civil defense, and then the Russian Federation.

Today the civil defense system is actively improving and adequately reacting to a changed situation. To guarantee safety to the population both in military, and in a peace time – the basic function of any state. This year to civil defense system is 77 years old.

On the eve of a holiday with congratulations to chiefs and employees has addressed the minister of civil defense and emergency situations Rafis Khabibullin.

Dear chiefs, employees and veterans of a civil defense!

On behalf of many thousands collective of the Ministry of Emergency Situations of republic and from myself personally I congratulate you with 77th anniversary of formation of a civil defense of Russia!

The system of the population protection was created in 1932 and territories from an air attack with honor solved problems facing it both in days of the Great Patriotic War, and the next decades.

Today the civil defense of Tatarstan is not only Administrative Board of the Ministry of Emergency Situations of Russia in RТ, it also are civil defense services, evacuation bodies, supernumerary rescue formations of objects of economy, cities and areas, professional rescue formations of the ministries, departments and the organizations. The result of the work depends on their professionalism, where the most important thing - skilful interaction, mutual assistance and mutual support. Especially it is visible during the complex trainings and trainings which are annually conducted in republic.

So, on the republican staff trainings which have passed in May, 2009 experts of a civil defense of Tatarstan have received the best estimation from the chief of the Privolzhsky regional centre of the MES of Russia, general Igor Panshin who has noticed that during the trainings controls of the United State System of Prevention and Liquidation of Emergency Situations (USSPLES) have shown high knowledge, and the administrative board is capable to decide tasks at any developing conditions.

The attention, which management of republic, the head of municipal unions of cities and areas, chiefs of the enterprises, establishments and the organizations pay to maintenance of system of a civil defense in readiness for actions, is the reason of safety of the population and territories from emergency situations in time of peace and wartime.

One of civil defense tasks is a protection of the population against emergency situations and terroristic acts in peace time. The last failure of the state scale which has occurred on Saiano-Shushenskaya HYDROELECTRIC POWER STATION, has shown that on potentially dangerous objects it is necessary to have ready rescue supernumerary formations, and the population should be prepared for actions in case of emergency situation.

  The experts working today in system of civil defense of the republic are worthy continuers of nice affairs of veterans of a civil defense. Your professionalism is the lien of successful functioning of system of a civil defense, and the consolidated efforts allow to solve the most difficult problems.
