Since the beginning of 2014 fire departments involved 1087 times to eliminate dry grass fires that is 52.5 % more than the same period last year.
Only on May 11, in the Republic of Tatarstan fire departments went on the elimination of dry grass fires 36 times and on the garbage fires 38 times. The danger of dry grass ignition and trash burning is that the fire could spread rapidly and spread to the buildings. Thus, in the current year on the territory of the Republic, 24 fires happened in homes and buildings because of the transition from the dry grass fire, which killed 1 man and 3 people injured, one of them is a child.
For reference, on April, 19 at a bonfire near the village Bazyakovo of Alexeevski district died a man. On April, 23 by during th burning the dry grass on the river bank of Kazanka near the village Kurkachi of Vysokogorskiy District a 12 year old boy got burnt. Currently, he is in serious condition in hospital.
This year, the Russian Government adopted the Decree number 113 of 17 February 2014 "On Amendments to the Rules of fire safety conditions in the Russian Federation", which the first time defined the procedure of burning dry grass on the land. In accordance with the rules the burning of dry grass is an exceptional measure of cleanup and is permitted only in calm weather when certain requirements are met:
- to burn the grass citizens should have permission of the manager, the chairman of a cooperative;
- the area around the burning dry grass zone should be cleared within 25-30 meters from dead trees and other combustible materials, and it must be separated by fire mineralized strip with a minimum width of 1.4 meters;
- the area should be equipped with the means of fire extinguishing;
- it is prohibited to burn the grass and garbage at a distance less than 50 meters from residential buildings and outbuildings. It is necessary to ensure continuous control over combustion.
In accordance with the Code of Administrative Offences of RF, Part 2, Art. 20.4, for violation of fire safety conditions beyond the special anti-fire regime citizens, officials and legal persons have administrative responsibility as a warning or the imposition of an administrative fine:
- citizens - at the rate of 1 thousand to 1.5 thousand rubles;
- officials - from 6 thousand to 15 thousand rubles;
- legal entities - from 150 thousand to 200 thousand rubles.
In addition to possible material losses, spring burns cause serious damage to the environment.
Burning of vegetation disrupts the natural balance of nature which evolved over the centuries. With the disappearance of organic, soil-forming processes are terminated, the amount of humus decreases, the soil structure breaks and sharply falls the fertility , soil loses its ability to retain moisture, its destruction begins - erosion. Remaining mineral salts in the ash after the combustion easily dissolve in water, they are washed, partially weathered and irretrievably lost to the soil.
The seeds of flowering plants in the fire are killed, but weeds, on the contrary, with their powerful roots survive and increase their number. As a result of burning of vegetation degrades, its species composition depletes.
Fire destroys everything live in its path: animals, birds, insects die.
Also pathogens actively develop. Permanent fumigation of plants by the poisonous smoke and the deposition of soot particles on leaves weaken plants and create additional conditions for even more of their infection.
During fires, a large amount of toxic smoke emits to the atmosphere and accompanying the practice of garbage ignition is a direct source of exposure to hazardous air persistent organic pollutants. Many materials emitted during the combustion have extremely high toxicity and affect the human immune system.
