Verifying the notification system of the population of the Republic was held today in the cities and towns of Tatarstan. Residents again heard the sounds of sirens, to the voice of the speaker and received SMS messages with information on held in the Republic of verification reporting system. The events were held in pursuance of decrees of the Cabinet of Ministers of the Republic of Tatarstan with the aim of planned technical readiness regional automated centralized notification of the population (RASCO) and integrated system of urgent warning (XEON).

The purpose of the exercise is to determine the degree of readiness of the regional alert system of the Republic of Tatarstan. When the notification of the population from 10 to 12 hours were involved network electrosirens and voice siren installations, are installed in the settlements, terminal complexes all-Russian complex system of informing and warning the population (OKSION) in Kazan and Naberezhnye Chelny, located at the shopping complexes and terminals protection against emergency situations of natural and technogenic character, informing and alerting the public transport (STINT), located in the Kazan metro, and local warning systems in areas of potentially dangerous objects of economy on the territory of municipalities.

Also within the framework of realization on the territory of the Republic of the pilot project was launched system Cell Broadcast. The system allows to inform the population in the shortest period of time, provided that the subscriber has included a special service that is built into the phone and it is in the zone of an emergency situation or in a particular territory of the Republic.

According to the results of technical inspection revealed that:

1. Alert management, the management bodies of municipal entities and the population was carried out operative on duty of the municipal control of MOE of the RT and operational duty changing the CMC's main management with centralized inclusion of electrosirens on the whole territory of the Republic of Tatarstan and the subsequent transfer of voice messages on radio and TV.

The coverage of notification of the population in the Republic of Tatarstan elektrolitami was 68% (including the city of Kazan, about 62 %).

Settlements and areas not covered by elektrosistemy was used to warn using signal-loud-speaking devices in special vehicles, as well as the heads of rural settlements and elders with the use of cult objects (mosques and churches) and audio devices in the settlements.

After adjusting the signal "Attention all" verbal information was ever on television, radio and voice-siren installations.

Held informing and alerting the public in a 40 terminal complexes OKSION of the Republic of Tatarstan:

32 terminal complex AXION, Kazan;

8 terminal complexes AXION, in Naberezhnye Chelny.

The alert was conducted in the period from 10.05 to 12.00 17 April 2014.

The coverage of notification of the population amounted to about 0.2 % .

Also was organized SMS sending through 4 mobile companies (Beeline, MTS, MegaFon, NSS).

Coverage of population notification mobile operators amounted to about 65%.

2. Notification of the administrative Board of the Republic of Tatarstan, common duty and dispatch services and rescue services of the internal Affairs bodies of municipal formations of Republic Tatarstan, and also the personnel of the Main Department of EMERCOM of Russia for the Republic of Tatarstan and the Ministry of emergencies of the Republic of Tatarstan was carried out by an automatic alert system "Assembly".

In addition, we conducted an alert duty services of the Executive bodies of the Republic of Tatarstan, territorial bodies of Federal Executive authorities in the Republic of Tatarstan, common duty and dispatch services and rescue services of the internal Affairs bodies of municipal formations of Republic Tatarstan for the automated warning system "Assembly".

Notification by the automated system of the notification of the Assembly held on time.

Thus, validation of Regional automated system of the centralized notification of civil defense of the Republic of Tatarstan conducted in full. Coverage alert in the first hour of this system was about 83%, including:

elektrolitami - 68%;

cars of operative services with SGU - 40%;

on television and radio channels - 58%,

Performance is rated satisfactory.

3. Coverage alert by sending SMS messages to mobile operators amounted to 65%, AXION - 0,2%.

Regional automated system of the centralized notification of civil defense of the Republic of Tatarstan "Limited operational", stands ready to engage.

Proposals for the further development of the system of centralized alerting the public will be sent to the leadership of the Republic and the Russian EMERCOM.
