Ministry of Civil Defense and Emergency Situations of the Republic of Tatarstan

Today was held the meeting of the working group of the Main Department of EMERCOM of Russia in the Republic of Tatarstan and Ministry of emergency situations of the Republic of Tatarstan on issues of organization of the research work and innovation, studying, generalization and dissemination of advanced experience of the structural divisions, territorial departments and subordinate agencies of the main Department and the Republican emergency departments for 2014.

With the main report at the meeting were Deputy Minister for civil defense and emergency situations of Republic Tatarstan Nikolay Curico. As has told Nikolay Vladimirovich, by order of the Minister is created and functions of the scientific-technical Council of Ministry of emergency situations of the Republic of Tatarstan. One of the reasons for the choice of directions of activity of the Council was the Minister of the Russian Federation Sergei Shoigu in the framework of task setting for 2011 on necessity of formation of approaches to the study of survivability of the regions of the Russian Federation. Taking into account the development of the petrochemical complex of Republic of Tatarstan and in this regard, technogenic risks within the scientific-technical Council was formed group on the elaboration of approaches to the study of survivability of potentially dangerous and critical infrastructure, in particular of objects of petrochemical complex. According to the results of its work are developed and implemented a mechanism of reduction of innovative industrial risks and increase the survivability of the enterprise in the process of modernization of the productive capacity of the petrochemical complex of the Republic of Tatarstan. The paper reflects the problems of industrial risk management and enhance the vitality of enterprises in the process of innovative modernization of the production potential of the enterprises of petrochemical complex of Republic of Tatarstan. Developed optimization model of management of innovation and industrial risks, the feature of which is the identification of risks at the design stage of the innovation (the advanced nature management), rendering of address impacts to minimize the consequences that forms the unique character of this model taking into account features of the company and conditions of its functioning.

Developed on the basis of using a scenario approach methodology of determination of the moment of appearing of innovative industrial risks allows companies without the increase in financial expenses due to administrative decisions to reduce the probability of risks negative consequences of the risks, costs of elimination of the latter. In addition, the use of this technique allows to implement the most secure choice for enterprises of innovation and investment projects with the greatest economic return from the modernisation of the production potential of the enterprise. Based on the calculations of the degree of survivability of enterprises is higher if the system of management of innovation and industrial risks prevail proactive, preventive measures.

Generalization and the addition of the results of the research made it possible to form practical proposals and develop measures to enhance the survivability of production systems of the petrochemical complex based on changes in the quality management of enterprise security. The results of this study have been introduced at the enterprises of JSC «Nizhnekamskneftekhim», OJSC «Nefis cosmetics», JSC «TANEKO», OJSC «Tatneft»and JSC «Kazanorgsintez», that allowed to increase the efficiency of innovation activities to upgrade production capacity and improve safety of operation of these objects. The results of the research are reflected in two books and several articles.

According to the results of scientific research work «Development and introduction of the mechanism of decrease of innovative industrial risks and increase the survivability of the enterprise in the process of modernization of the productive capacity of the petrochemical complex of the Republic of Tatarstan» on results of 2013 was awarded the State prize of the Republic of Tatarstan in science and technology. Work in this direction continues.

Also Nikolay Surico in his report noted that the Ministry with the involvement of the Kazan state architectural-building Academy in conjunction with the Vice-President of the Russian Academy of architecture and construction Sciences Vailionis. Complex approach to organization of urban space considering including security requirements allows you to identify those areas that require priority attention and to establish measures that enhance security. The approach is based on the transformation matrix of the city in biospherically and developing people.

The Ministry with the participation of members of the scientific and technical Council, jointly with Rostechnadzor authorities, representatives of expert organisations, the Commission for certification of rescue forces, NPO «DEAR» in 2013 were held seminar-meeting with heads of potentially dangerous objects and life support systems of the Republic on introduction of modern technologies of prevention of emergency situations of natural and technogenic character on potentially dangerous objects, in particular, the creation of structured systems of monitoring and control of engineering systems of buildings and constructions (Smith).

Also in the report by Nikolai Surzhko summed up the results of complex security for 2013. In particular, he reminded that in 2013 at the International exhibition «Integrated safety and security exhibition, Moscow exposition of the Republic of Tatarstan, presented the technical solution on creation of integrated system of urgent warning of the Republic of Tatarstan with the use of various ways of communication (infomats, intercoms, AXION and others), and mobile complex for the control of fire fighting and mobile control station-based car «Ford-transit»and received a high appraisal from the EMERCOM of Russia and the President of the Republic of Tatarstan R.N. Minnikhanov, took part in the salon. Nikolai Surzhko noted that in the framework of the salon were the results of the contest of innovation EMERCOM of Russia «idea!». Presents from the Republic of the project «Mobile complex for the control of fire fighting» became the winner of competition and the Department of MES of Russia in Republic of Tatarstan and Ministry of emergency situations of the Republic of Tatarstan were awarded the Grand Prix of the contest for the best comprehensive solution in the field of creation of systems of the notification of the population of the new generation.

However, the Deputy Minister informed the audience that every year the main management and the Ministry is innovation Day. In 2013 in the framework of the Day of innovations was held the exhibition of modern samples of the fire and rescue machinery and equipment, and also organized seminars: «Fire safety of high-rise buildings» (jointly with the Academy of state fire service of EMERCOM of Russia, Moscow), «Requirements for creating structured systems of monitoring and control of engineering systems of buildings and constructions» (together with OOO «Basis», Moscow), «Modules and a battery of gas fire produced by OJSC "Fire Automatics» (jointly with OAO «Fire automatics», Moscow).

This year's innovation Day was held in conjunction with the 3rd International scientific-practical conference «Modern problems of life safety: present and future» in the framework of the forum «Security and communication». In the framework of the conference the meeting of the section «Protection of the person and society from emergency situations at the present stage». The session was chief of the main Department Rzhanitsyn. The workshop was attended by officers subordinate to the emergencies Ministry, scientific and educational institutions, the scientific community, as well as the representative of management and Supervisory activities of the MOE of the Republic of Belarus. The results of decreasing the number of fires in the residential sector and the lost, achieved in the framework of an integrated approach of preventive measures, implemented by the Belarusian colleagues, are impressive. So, in 2011 reduction of fires in the housing stock reached 7.9 % (death by 1.3 %), in 2012 - 8.6% (death by 14.9%), for 9 months of 2013, the number of fires decreased by 6.5 % (death by 19.7%). I think that this experience deserves our attention. Event on the organization of trips to the Republic of Belarus with the purpose of experience exchange within 2014 proposed in the draft Plan for 2014.

Next, Deputy head of the Republican emergency departments have focused on the work with youth in the part of scientific-applied researches in the field of safety in emergency situations, fire safety and safety on the water. As noted Nikolay Surico, every year the Ministry and the Directorate participate in organizing the Republican youth forum. «I must say that the idea of using the intercom to inform the population was noted and supported us at this forum. Such interesting ideas of young people do not often seen, and, especially, to implement the activities. I believe that this platform youth forum is one of the ways of development of innovative thoughts of youth in the Republic and we should support it», - said in conclusion the speaker.
