October 4 - Civil Defense Day of the Russian Federation. On this day in 1932, the Council of People's Commissars of the USSR approved the "Regulation on Air Defense of the Territory of the USSR," according to which the local air defense (MPVO) was allocated as an independent component of the entire air defense system of the USSR. This date is considered the beginning of the existence of the all-Union MPVO, the successor of which was the civil defense of the USSR, and then the Russian Federation.
