The upcoming spring flood is under the control of the Government of the Republic of Tatarstan
During the scheduled meeting of the Republican Commission for the Prevention and Elimination of Emergency Situations and fire safety, the issue of the readiness of the Territorial Subsystem of the RSЕS for the implementation of measures for the passage of meltwater and the adoption of measures to prevent and mitigate the consequences of possible emergencies associated with the spring flood was considered. The Government of the Republic of Tatarstan expects the passage of the spring flood according to a tense scenario. This means that the management of municipal districts should switch to a high-alert mode in the near future, and in the event of flooding - to work in an emergency mode immediately.
In case of unfavorable development of the spring flood, according to our forecast, 23 settlements in 20 municipalities, 4 garden associations, 5 low-water bridges and 2 sections of highways may fall into the flood zone.
- In preparation for the flood in the republic, the following main activities were carried out in the autumn period of 2020:
repair of 47 hydraulic structures;
cleaning of riverbeds and dredging of 296 sections, with a length of 203.98 km;
shore protection works on 10 sites (9.479 km);
straightening of riverbeds in 5 sections (9.1 km);
other activities in 35 sections (12.491 km);
installation, repair, cleaning of 4704 units of culverts.
The total cost amounted to more than 1 billion rubles. 871 million rubles.
The Operational Plan "Flood" has been developed, both at the republican level and in each municipality of the Republic of Tatarstan.
Action plans for the prevention and elimination of emergency situations have been developed and approved, including a plan of measures to mitigate risks and respond to emergencies, evacuation plans and priority life support for the population.
Monitoring of water level fluctuations in reservoirs is carried out by 35 stationary hydro posts of the state network "UGMS of the Republic of Tatarstan" and 83 temporary posts on small rivers and ponds.
I demand that the heads of municipalities in the period of preparation for the flood to clarify the reserves of financial and material resources, on flood-prone areas of rivers to carry out work to weaken the ice fields by sawing or blackening the ice, as well as to check the performance of voice siren installations in areas of emergency warning of the population subject to flooding. The created group of forces and means should be ready to move to the highest levels of readiness in accordance with the existing standards, " Rustam Nigmatullin summed up the meeting.
