Gates are no longer a barrier for firefighters

14 January 2021, Thursday

Since January 1, 2021, changes to the Rules of the Fire Regime in the Russian Federation have come into effect, according to which barriers, frames, sliding gates of certain structures that prevent the entry of fire equipment into the courtyards of houses will be outlawed and will be subject to either re-equipment or dismantling.
It is forbidden to use for parking of cars in the territory of settlements, enterprises and organizations platforms for fire equipment, including U-turn, intended for its installation, including for water intake, supply of extinguishing agents, access of firefighters to the object of protection.
The fire protection system in the event of a fire must provide automatic unlocking and (or) opening of barriers, gates, fences and other technical means installed on driveways and entrances, as well as their presence in the open position to ensure the unhindered passage of fire equipment. Manual opening is allowed when organizing round-the-clock staff duty.
Individuals are prohibited from interfering with the work of fire protection units, including in the path of fire protection units to the place of fire.
Inspectors of State Supervision will check the possibility of unhindered entry into the yards. And the court will be able to fine management companies for violating the unhindered pass for fire equipment.
According to the Code of Administrative Offences of the Russian Federation, fines for management companies (i.e. legal entities) can reach 200 thousand rubles. An individual can be fined up to 2000 rubles. But this can only be done if the barrier is controlled not by automation, but by an operator who refuses to let special equipment inside.
It should also be noted that under the new rules, it is now prohibited to use parking areas for the installation of fire equipment. Such ones, we recall, have already appeared in Kazan courtyards.
