To keep missing people as small as possible: recommendations from rescuers

26 November 2020, Thursday

Almaz Kurbanov, a rescuer of the Search and rescue service under the Ministry of emergency situations of the Republic of Tatarstan, addressed the residents of Tatarstan with vital recommendations. According to him, the largest number of missing people on the territory of our Republic can be divided into the following groups: children, elderly people, outdoor enthusiasts. Most often, rescuers are searching for people who disappeared in the woods and on the water.
To minimize the number of missing people, rescuers of the Search and rescue service of the Republic of Tatarstan under the Ministry of emergency situations of the Republic of Tatarstan give their recommendations to the population.

So that children don't disappear

So, the basic rules of behavior of children in order to prevent their unknown disappearance are the following knowledge and actions:
- don't go anywhere with strangers. Scammers take advantage of children's trustfulness (experiments show that nine out of ten children can leave with strangers). Parents need to constantly tell their children about this and give examples from life;
- you need to ask for help from adults (preferably police officers or other uniformed employees, employees of stores or banks), but do not go anywhere with strangers;
 - you must know your parents ' details and your home address, but your child must only tell them to a person in uniform. Or parents should make sure that the child always has a record on special labels of clothing, bracelets, etc.
- it is necessary to discuss with the child the actions in case of loss on the street or in shopping centers. It is necessary to explain to the child about the need to yell and call for help, and to loudly call the person with whom there was at the time of the loss, because children in such panic condition is difficult to scream, given the specificity of the education of the child from the parents constantly hear "hush, do not cry".
- it is necessary to explain to the child the need to comply with traffic rules when crossing the roadway
- the child must know the area along the route (to school, to his grandmother, etc.)
- must know the rules and skills of behavior with aggressive dogs.
Considering the coming time of the year, current, and rules of safe behavior on water, so many guys, especially in the countryside, I love to skate on the ice of rivers and lakes:
- leaving the house, the child must indicate where and with whom is (the phones of friends and their parents) how much it will spend time on the street and when I get home;
- it is not superfluous for a child to take a "selfie" in outerwear and send a photo to their parents so that they know what clothes they went out on the street in (for the most rapid start of the search in case of disappearance)
- the child must periodically check the functionality of the mobile phone to communicate with parents (call 1 time per hour).
If a person is missing, don't wait! Immediately call the unified emergency service "112", submit a statement to the police.

What should I do if ill or elderly people go missing?

Consider the loss of people with dementia and other mental disorders, the elderly.
Even considering that they are under control, which is still not total, these people sooner or later disappear. In most cases, this happens spontaneously, neither the motive nor the route of their movement is known. Yes, sometimes it happens that the missing person previously recalled, expressed intentions to visit some places, including places related to his past. And the third option for the disappearance of this category of people is a sudden loss of memory and orientation.
Rules for relatives or loved ones that can minimize their unknown disappearance:
- on all clothing, attach tags with the person's name, necessary contacts, and possibly a diagnosis;
- put notes with the same data in your pockets (this is the most unreliable method, you can't rely on it entirely — people with dementia often find them and throw them away, and in addition, you can take them out before washing and not put them back);
- buy your loved one a watch with a tracker and teach them to call with one button. Make sure that the watch is always charged, and that it is always on your elderly relative when they leave the house. Another option is a non — removable bracelet with a GPS tracker;
- connect a mobile operator's location service to your relative's phone, install an app that allows you to get information about where they are located;
- if an elderly relative lives alone, teach them to always call you when they are going to go somewhere. Set your own daily control time when you call each other.
If a person is missing, don't wait! Immediately call the unified emergency service "112", submit a statement to the police.
Given that this type of people may simply not seek help, and with the onset of cold weather after many hours of being on the street, they may just be cold, you can not remain indifferent.
Pay attention to elderly people who are at a loss, alone at night (including those sitting at the bus stop). You need to try to get them to talk: check their state of health, whether they need help, whether they know what time and date it is. If the presence of a person in this place and at this time is strange, leave a request through the unified emergency call service " 112 " and call the police or ambulance.

How not to get lost in nature?

– to avoid trouble and not make your family and friends worry, you need to warn them in advance, discuss with them the route and time to return from the forest, fishing, walking. This will help rescuers, if necessary, narrow down the search area and reduce the time to find lost people;
- it is necessary to study the area of your pastime;
– before going to the forest, you need to top up your mobile phone balance and check the battery charge;
- download to your phone and learn how to use various navigation programs;
- take a compass, matches, a knife, a small supply of water and food. Be ready to leave the forest only the next day. Those who constantly use medicines, and this primarily concerns the elderly, need to have the necessary medicines with them;
- dress brightly and in accordance with the weather forecast for the day;
– try to remember as many items as possible along the way – some unusual trees, stones, and so on.
If a person is missing, don't wait! Immediately call the unified emergency service "112", submit a statement to the police.

If you get lost in the woods or on the ground:

- don't panic, stop and listen. Various sounds help you reach people. If you know for sure that they will be looking for you-stay where you are, build a fire – it's easy to find a person by the smoke;
– if you are looking for the road yourself – do not loop, be guided by the sun. Well, if you managed to get to the power line, railway, gas pipeline, river-walking along these objects, you will always get to people;
– if you still find the night in the forest, choose a suitable place for the night. Moving in the dark is not recommended. Choose a place to sleep high and dry, preferably near a large tree. It is best to sit with your back to a tree, light a fire in front of you and maintain it all night.
Most importantly, if you have a cellular connection, call the unified emergency service " 112 " and report that you are lost, answer the dispatcher's questions and wait for help.
