Dear veterans, managers and specialists of the civil defense of the Republic of Tatarstan! October 4 — civil defense day of the Russian Federation. On this day in 1932, the Council of people's Commissars of the USSR approved the "Regulations on air defense of the territory of the USSR", according to which the local air defense (MPVO) was allocated as an independent component of the entire air defense system of the USSR. This date is considered to be the beginning of the existence of the all- MPVO union, which was succeeded by the civil defense of the USSR, and then the Russian Federation.
On this significant day, I express my deep gratitude to the civil defense veterans who dedicated their lives to ensuring the safety of the population and territories from emergencies of peace and war. Your rich experience, wisdom, noble deeds and actions are always an inspiring force for us.
