Article 11.8. the administrative code "Violation of the rules of operation of vessels, as well as the management of the vessel by a person who has no right to control" (as amended by the Federal law of 29.12.2017 № 452-ФЗ):

1. Management of the vessel (including small size, subject to state registration), which has not passed technical inspection (survey), or not carrying onboard numbers or designations, or re-equipped without the corresponding permission or with violation of standards of passenger capacity, restrictions on the area and conditions of navigation, except for the cases provided by part 3 of this article, -

entails the imposition of an administrative fine in the amount of five hundred to one thousand rubles.

Incidents for March 31: 

Fire departments of SFS of Main emergency management Russia on RT went on alert 46 times. From them on false calls – 22 times, on short circuit without burning – 4 times, on burning of food – 4 times, on interaction with other services – 6 times. Firefighters of the Republic eliminated 9 fires, including 1 fire in garages, 2 fires in baths and saunas, 6 fires in other facilities. 

Today, the first blasting works took place in the Republic – on the Berl River near the village of Chipmunks of the Kaibitsky district of Tatarstan. The riverbed winding, while closed by ice, runs along the entire village, and with the rapid melting of snow can bring a lot of problems.

For example, last year a small river turned into a real water flow, clamped in ice hummocks more than a meter thick. Due to an ice jam the water is difficult to leave the bed, so she began to flow and to heat the houses and gardens located in the lowlands.  According to the Chairman of the Burundukov rural settlement, the water began to rise in the Berlya river at night on April 10 and in the morning on April 11, 2018 came out of the banks. As a result, in the Kaibitsky district in the village of Chipmunks, three private houses and 27 personal plots were flooded.

Fires in empty and settled houses in Zelenodolsk occur more often. Since the beginning of the year, 24 fires have been registered in emergency buildings. In most cases, it is the burning of garbage, old things in empty apartments and stairwells. As a result of the last one, in such incident a man of 60th without a certain residence, got burns.

To prevent such cases is the main purpose of the raids, organized by employees of the 8th squad of the Federal fire service in conjunction with the inspectors of the Department of supervision of Zelenodolsk MR, police and representatives of the Department of housing policy. Preventive groups house by house pass the settled houses of Zelenodolsk by. Preventive raids in Zelenodolsk are planned until mid-April.

Incidents for March 28:

Fire departments of SFS of the Main Department of EMERCOM of Russia on RT left on alarm 24 times. Firefighters of the Republic eliminated – 6 fires, of them in buildings (structures) of residential purpose and outbuildings – 4 fires. There are no dead or injured.

The causes of fires were: violation of the rules of the device and operation of electrical equipment – 1 fire, violation of the rules of the device and operation of furnaces – 2 fire, careless handling of fire – 3 fire.

On April 2, 2019, regional, local and local voice warning systems will be tested in the Republic of Tatarstan, including a comprehensive system of emergency warning of the population about the threat of occurrence or occurrence of emergency situations.

In the spring, especially during the period of intensive melting of ice on the waters of the Republic and the passage of spring waters, rescuers of the Republic not only conduct preventive conversations with fishermen and children, but also teach the population living in hazardous areas of flooding, how to behave in case of trouble.

And to prevent accidents with children on water bodies, especially in spring break, rescuers spend in preschool and educational institutions not only conversations, but also practical demonstration classes on the theme: "Fundamentals of life safety", "Rules of behavior of people on water bodies in the spring".

Employees of the Federal state fire supervision in the framework of informing citizens about the need to comply with fire safety requirements are at meetings and gatherings of citizens. The basic requirements of fire safety in housing, fire safety requirements in the coming fire season brought to the population.

Every year, the Department of supervision and preventive work of The Main Department of EMERCOM of Russia in the Republic of Tatarstan with the Tatarstan Republican branch of the all-Russian public organization "all-Russian voluntary fire society" and the Ministry of education and science of the Republic of Tatarstan held a variety of children's competitions on fire safety.

Firefighters of the Republic eliminated – 10 fires, of them in buildings (structures) of residential purpose and outbuildings – 5 fires. No fatalities. Suffered – 1 person. 7 people saved. The causes of fires were: careless handling of fire – 8 fires, arson – 1 fire, other reasons – 1 fire.
