153 people all around the republic have already been brought to administrative responsibility for swimming in unequipped places. This was told today at a briefing for the media representatives by the main state inspector of the Republic of Tatarstan for small vessels, Chief of safety on water objects department of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan, Yuri Venediktov. Together with the EMERCOM representative, also the Chairman of the republican OSVOD, Aleksey Korobitsin, answered journalists’ questions.

Dear citizens! In the morning and the afternoon from 5 A.M. to 6 P.M. on July 13, thunderstorms with momentary South-West wind intensifications up to 15-18 m/s are expected locally on the territory of the Republic of Tatarstan.

On June 10 from 5.00 P.M. there was introduced emergency mode on the territory of the city of Naberezhnye Chelny for management bodies and forces of local unit of territorial subsystem of prevention and liquidation of emergencies in order to hold primary events and organize interaction of involved forces and means, for liquidation of the emergency in an apartment building by address 134 (53/28), Moscow Ave., Naberezhnye Chelny, the Republic of Tatarstan.

As of July 12, 2016:

- rescuers of Naberezhnye Chelny branch of PRPSO of EMERCOM of Russia completely demolished debris in apartments on the 4th and the 5th floors of the 2nd entrance, on the 2nd and the 3rd floors debris is demolished partially;

Incidents as of July 11:

Fire departments of Federal Fire Service of Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 59 times. Including burning garbage extinguishing – 3, false alarms – 25, short circuit of wiring without burning – 6, burnt meal – 1, cooperation with other services – 10, others – 1. Firefighters of the republic eliminated – 7 fires, residential sector – 3, outhouses – 1, garden houses – 1, various types of property – 2. 1 person died.

Death indexes of people and especially children on water objects of the republic causes concern to the district’s leadership and EMERCOM employees. Cooperative raids at Zelenodolsk residents’ recreation places were attended by GIMS inspectors, main specialists of social security provision of the Executive Committee of Zelenodolsk Municipal District (ZMD), the Office on Civil Defense and Emergencies for ZMD, employees of the 8th squad of federal fire service and OSVOD workers. The main aim is to not only prevent and explain, but this time also really punish violators of rules of people’s life protection on water objects.

Incidents as of July 10:

Fire departments of Federal Fire Service of Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 57 times. Including burning garbage extinguishing – 5, false alarms – 16, short circuit of wiring without burning – 2, burnt meal – 5, cooperation with other services – 11. Firefighters of the republic eliminated – 10 fires, residential sector – 2, outhouses – 5, vehicles – 2, various types of property – 1. 3 people were injured, 6 people were rescued.

People gathered at the memorial complex on the Volga bank near the village of Syukeevo of Kamskoe Ustye District. Relatives and those who managed to survive came to commemorate the perished on July 10, 2011. The memorable  event was also attended by the Chief of People’s Safety on the Water Department of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan, Yuri Venediktov, the First Deputy Minister of Labour, Employment and Social Protection of RT, Marat Gafarov, the Head of Kamskoe Ustye Municipal District, Pavel Lokhanov, Captain of the “Arabella” touristic power ship, Roman Lizalin, who organized the operation on rescuing the passengers and the crew of “Bulgaria” power ship, and liquidators of consequences of that horrible emergency.

At 0:24 P.M., there was received a report on fire in an apartment on the 3rd floor of a 9-floor building in Naberezhnye Chelny. The fire spread to three apartments through balconies. 104 people were evacuated from the building’s entrances. 6 people were saved from a zone of thick smoke from upstairs by units of gas and smoke protection service with the help of rescue masks. Firefighters took one girl (not walking disabled) out on their hands. Another seven people were rescued by a fire motor ladder.
