Public discussion of the review of results of the generalization and the analysis of law-enforcement practice for the 2nd quarter 2017 developed within implementation of the Federal law No. 294 "About protection of the rights of legal entities and individual entrepreneurs at implementation of the state control (supervision) and municipal control" has taken place in the Head department of the Ministry of Emergency Measures of Russia in the Republic of Tatarstan today. Republican businessmen were advised by the deputy minister for civil defense and emergency of RT Oleg Stepushchenko, the deputy chief of the Head department of the Ministry of Emergency Measures of Russia in the Republic of Tatarstan - the head of department of supervising activity and scheduled maintenance, the colonel of internal service Sergey Sergeyev, representatives of the Supervisory Department of the Chief Directorate of the MES of Russia of the Russian Federation on RT and also the deputy chief of department of ensuring activities of the Comissioner for the President of RT for protection of the rights of businessmen Venera Kamalova.

Specialists of Management of civil protection of Executive committee of Kazan and the Ministry of Emergency Situations of the Republic of Tatarstan have helped children to feel as equals with such huge system of protection of the population and the territory from various emergencies during the training occupation, to the devoted Year of civil defense in the system of Emercom of Russia. Children not only have learned by means of what means it is possible to protect themself from chemically dangerous substances, but also in what direction it is necessary to move if there was suddenly an emission in air of substances hazardous to health of the person, for example, of ammonia or chlorine. Also children have got acquainted with work of a mobile complex of radiation and chemical protection which defines air infection degree in a radius of 3 km.

Fire departments of Federal Fire Service of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 46 times. Including: garbage – 2, false alarms – 17, short circuit without burning– 1, meal burning – 3, cooperation with other services – 15. Firefighters of the republic eliminated 5 fires: residential sector – 1, garden houses – 2 fire. One person died, one injured. One person seved.

Causes: violation of the rules of the device and operation of electric equipment – 1 fire, violation of the rules of the device and operation of furnace – 1 fire, careless use of fire - 3.

 Departures of fire departments for rescuing at the elimination of the consequences of traffic accidents – 1 times.

Departures of voluntary fire protection units on firefighting – 1.

Departures of search and rescue units of EMERCOM of RT – 10 times. Including doors unlocking – 2, demercurization – 1, rescue on water – 2, others – 5. Preventive works - 11.

On August 15 on the educational and training ground of the First group of the Federal fire service the second stage of the 39th republican competitions of links of gas and smoke protective service among contractual divisions of the Head department of the Ministry of Emergency Measures of Russia on the Republic of Tatarstan was carried out. The action is devoted to memory of firefighters, dead on duty.

Including: garbage – 12, false alarms – 11, short circuit without burning– 2, meal burning – 2, cooperation with other services – 13. Firefighters of the republic eliminated 4 fires: different kinds of property -2, residential sector – 1, garden houses – 1 fire.

Causes: violation of the rules of the device and operation of electric equipment – 1 fire, violation of the rules of the device and operation of furnace  – 1 fire.

 In the Yelabuga district within the actions "Years of civil defense in the system of Emercom of Russia 2017" tactical and special drill with the territorial team on protection of animals formed on the basis of Deraptment of Agriculture and food of the Yelabuga municipal district in the territory of a farm Privolnoye is staged.

For 7 years in the Republic of Tatarstan it isn't recorded any wildfire. Information on it has been brought to journalists during the briefing for members of the media with participation of the first deputy chief of the Head department of the Ministry of Emergency Measures of Russia in the Republic of Tatarstan, the colonel of internal service Takhira Karimullina and the first deputy minister of forestry of RT of the Emir Bedertdinov on a subject: "Passing of the fire-dangerous period of 2017 in the territory of the Republic of Tatarstan".

Fire departments of Federal Fire Service of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 54 times. Including garbage extinguishing – 10, false alarms – 19, meal burning – 7, cooperation with other services – 6. Firefighters of the republic eliminated 7 fires: outhouses – 3, garden houses – 2. One person was injured.

Causes: violation of electric equipment construction and use rules – 4, careless use of fire - 2.

Departures of fire departments for rescuing at the elimination of the consequences of traffic accidents – 4 times. Departures of voluntary fire protection units on firefighting – 1.

Departures of search and rescue units of EMERCOM of RT – 9 times. Including doors unlocking – 2, searching drowned person – 3, car accident - 1, others – 1. Preventive works – 11.

The head of department of civil protection of Executive committee of Kazan Ferdinand Timurkhanov, the leading expert of department of civil defense Yury Smirnov and the chairman of judicial structure of the Supreme Court of RT Lev Romanov have provided training with the staff of this department. Occupation took place in the video conferencing mode therefore representatives of all district courts of the republic also have been involved in the training process.

Пожарные подразделения федеральной противопожарной службы Главного управления МЧС России по РТ выезжали по тревоге 59 раз. В том числе: мусора – 12 раз, на ложные вызовы – 16 раз, на короткое замыкание без горения– 2 раза, сжигания пищи – 2 раза, на взаимодействие с другими службами – 14, остальные - 1. Пожарные Республики ликвидировали 7 пожаров: надворные постройки - 1, жилой сектор – 1, транспортных средств – 3 пожара. Один человек погиб.

Причины: нарушение Правил устройства и эксплуатации электрооборудования – 1 пожар, нарушение Правил устройства и эксплуатации печи – 1 пожар, поджог – 1, неосторожное обращение с огнем – 3 пожара, причина создания - 1.

Выезды подразделений пожарной охраны для спасения при ликвидации последствий дорожно-транспортных происшествий – 5раз.

Выезды подразделений добровольной пожарной охраны на тушение пожаров – 0.

Выезды дежурных подразделений ПСС при МЧС РТ – 11 раз. В том числе отпирания дверей – 2, ДТП – 1, прочие – 5. Профилактические работы - 9.
