Power outages in Aksubaevo municipal district (7 settlements with a population of 3,000 people), 9 settlements in Nizhnekamsk District (population 4,200 people). In Alekseevo district, roofs of 4 residential buildings and outbuildings were damaged. 4 fires occurred due to lightnings.
These include 12 city beaches, 4 beaches are located on the territory of recreation centers, 8 beaches on the territory of children's health camps and 6 are departmental beaches. EMERCOM recommends the population to swim in specially equipped places.

Fire departments of Federal Fire Service of the Headquarters of EMERCOM of Russia for the Republic of Tatarstan went on alert 82 times. Including garbage extinguishing – 6, false alarms – 41, short circuit – 3, meal burning – 5, cooperation with other services – 12, other – 1. Firefighters of the republic eliminated 11 fires: residential sector – 8, outhouses – 2, vehicles – 1.
In the end of the afternnoon and on the evening of July 3, at night and in the afternoon on July 4, 2018 on the Republic of Tatarstan, at places strong wind with gusts of 15-20 m/s, locally up to 24 m/s, squalls, thunderstorms, heavy rain, hail (in Kazan in the end of the afternoon and on the evening of July 3, at night on July 4) are expected.
In Naberezhnye Chelny there was a message that someone was drowning (2-3 people), there were cries of help, between the cargo port and the beach 'Sandali'. Family couple with their last ounce of strength stayed on the water: the man was floating, holding on to the half-blown inflatable mattress, the woman was trying to stay on the surface of the water. OSVOD employees brought them ashore. The man born in 1992 and the woman born in 1989 did not need hospitalization.

On the account of rescuers there are 445 tourist routes on water objects. The head of EMERCOM demanded to organized additional patrolling of the water areas during the period of cultural, sport and other events.

In order to develop volunteerism on the territory of the Russian Federation, to improve mechanisms of interaction between government bodies, volunteers and volunteer organizers, a unified information system 'Volunteers of Russia' has been developed.

This time, all gathered to hold a master class with vacationers on the Kazan beach 'Lower Zarechye' on the primary skills of saving a drowning person on the water and providing him with first aid on the beach.
