In Almetyevsk took place the field session of the working group of the Commission on prevention and liquidation of emergency situations and ensuring fire safety in RT. Its participants discussed the readiness of the regions to high water and measures for ensuring accident-free passing spring flood in 2014.

The meeting was attended by representatives of CoES and OPB 11 South-Eastern districts of the Republic. Given that the largest number of accidents and disasters by results of passage of flooding in 2012-2013 noted on the territory of the South-Eastern region of the Republic of Tatarstan, the test was covered in 11 districts of the country, Aznakai, Almetyevsk, Bavly, Bugulma, Zainsk, Leninogorsk, Muslyumovo, Novosheshminsky, Sarman, Cheremshansky, Yutazinsky. During the inspection conducted by the inspection of the territory of Almetievsk, the most affected in the flood period in 2012.

The meeting was held by Deputy head of RT Ministry of emergency situations Nikolai Surzhko and head of Almetyevsk municipal district Music Salikhov.

After hearing the preliminary forecast of development of spring flooding on the water, Nikolai Surzhko recalled that the flood of the last year showed just how big can be a threat to people and their dwellings and industrial objects. Therefore, we need to be vigilant and to take measures in advance, he said.

In Tatarstan there are about 8 thousand reservoirs, ponds, lakes and reservoirs, more than 3 thousand rivers. The density of the river network in the Republic is one of the highest in Russia: 6.4% of Republic's territory is covered by water. The height of snow cover, the stocks of moisture in it, the depth of freezing of the soil, rivers and lakes impact the scale of floods. Today ice thickness is 30 percent less than the average height of snow cover is higher than normal.

The results of the analysis of the reasons of emergency situations showed that the existing residential buildings Almetievsk is located in the floodplain area with relief depression 2-3 meters. The increase in temperature and rapid melting snow caused significant losses to the river Stepnoy Zay and, consequently, flooding the city.

The situation in 2012 could repeat again: flooding, which resulted in the spring of 2012 suffered 537 yard areas in the districts «Old Almetyevsk» and «Ursula», and also in the villages of Tikhonovka, Tishanovo, was declared an emergency situation in the region. In this regard, in the city year-round measures to prevent the recurrence of this misery, Chairman of CoES ipb, head of Executive Committee of Almetyevsk district Marat Gilfanov.

In 2012-2013 forces RT Ministry of emergency situations and enterprises carried out the work on cutting down of bushes and trees along the river valley Stepnoy Zay, and also clearing of the debris of fallen trees, dead wood, worsening the passage of melt water. The total amount of the executed works is as follows: length - 500 meters, width up to 10 meters on both sides of the bed of the river from the bridge of microdistrict «Ursula» in the direction of the village Tikhonovka. In addition, at the expense of Republican budget for reconstruction of the bridge across the Creek at the entrance to the village of Kitui. Due to the charitable help of the Deputy repaired the bridge in the village of New Elan.

In the district of «Old Almetyevsk» was extended riverbed Stepnoy Zay, works on increase of bridge spans, widened and straightened the river bed. In preparation for spring flood 2014 working group of the Commission on prevention and liquidation of emergency situations and ensuring fire safety of Almetyevsk municipal region held working meeting on Karabash reservoir, where the actions of the staff of LLC «OPTI for the DPP and the level of preparedness assessed positively.

Head of RT Ministry of emergency situations in Almetyevsk district Valery Glasnevin held a meeting in the district of «Ursula» the Stripping and cleaning of the heads of culverts river Ursaline. This will avoid flooding of private farmsteads Pervomaisky streets and Chulpan.

Until March 15 residents of areas of risk zones will be informed about how to behave in emergency situations. The staff of the MOE of the RT Almetyevsk district together with volunteers will distribute the leaflets and information sheets.

Narico has instructed the heads of all departments and services to take on the special control the readiness for spring flood, organise the work of the hotline, to take exhaustive measures to inform the population about the current situation and rules of safe behavior in zones of possible flooding.
