On May 19, 2025, retired Colonel Vasily Alekseevich Lukyanov, a veteran of the Ministry of Emergency Situations of the Republic of Tatarstan, former head of the Kazan branch of the Educational and Methodological Center for Civil Defense and Emergency Situations of the Republic of Tatarstan, died after a long illness.
A civil memorial service will be held on May 21, 2025 at 10:15 a.m. in the City Clinical Hospital No. 12 at the address: Kazan, 7 Curative Street, building 2.
V.A. Lukyanov was born on September 27, 1938 in the village of Papulevo in the Ichalkovsky district of the Mordovian ASSR. In 1956, he entered the Volsky Aviation Technical College, from which he graduated in 1959 and entered military service in the Soviet Army.
In 1966 he entered the Leningrad Military Engineering Academy named after A.F. Mozhaisky. He graduated in 1971 and received a degree in military mechanical engineering.
From December 1984 to April 1990– he was the Chief of Staff of the Civil Defense of Kazan. In 1990, Colonel V. A. Lukyanov was dismissed from the ranks of the USSR Armed Forces due to his age.
In September 1990, he was appointed to the post of head of the courses of the Military Training Center for Civil Defense and Emergency Situations of the Republic of Tatarstan, then to the post of head of the training cycle for the commanding staff of the Military Training Center, then to the post of head of the Kazan branch of the Educational and Methodological Center for Civil Defense and Emergency Situations of the Republic of Tatarstan. He worked in this position until 2010.
