The chief State inspector for small vessels of the Republic of Tatarstan, Yuri Venediktov, told reporters about the new rules on the use of small vessels, recreation near the water, as well as the use of ferries and bases for small vessels, which have entered into force since the beginning of this year, during a press conference held at the media platform of JSC Tatmedia.
At the beginning of his speech, Yuri Venediktov recalled that navigation in Tatarstan in 2021 has almost begun. Today, the water situation on the Kama River from Laishevo to the Sorochy Mountains is being established. This means that small vessels can use it.
Further, the speaker of the Ministry of Emergency Situations voiced the main requirements of the documents, which should be paid attention to by the population and which must be observed not only when sailing on small vessels, but also during recreation near water bodies.
The rules determine that the absence of individual life-saving equipment by the number of persons on board, or their malfunction, as well as in general non-compliance with the standards of equipment and equipment of the vessel established by the technical regulations of the Customs Union "On the Safety of small vessels", refer to malfunctions in the presence of which the operation of vessels is prohibited. This rule has been introduced for boatmasters of all small vessels.
According to Part 3 of Article 11.8 of the Administrative Code of the Russian Federation, an administrative fine of 15 to 20 thousand rubles is provided, with the detention of the vessel and its placement in a specialized parking lot. Previously, Article 11.10 was applied, a fine of 500 rubles.
Such measures are designed to prevent the death of people when falling from small vessels, while driving due to violations of the rules of maneuvering, with a sharp deterioration in weather conditions, with hitting underwater obstacles.
