Rustam Minnikhanov also noted that given the fact that more than half of the victims were in an alcohol intoxication, it is necessary to intensify efforts to punish crimes associated with drinking alcoholic beverages in public places and appearing in public intoxicated.
Rustam Minnikhanov also approved Rafis Khabibullin's proposal that the decisions taken during the meeting will be issued as decisions of the Commission on emergency situations (CES) and sent to municipal districts and municipal CES.
