Rustam Nigmatullin: lack of control leads to negligence, negligence leads to tragedies, victims, crimes. The Government house discussed issues of security of facilities with round-the-clock stay of people

An extraordinary meeting of the Commission on prevention and elimination of emergency situations and fire safety of the Republic of Tatarstan was held today in the Government House of Tatarstan, dedicated to additional measures to ensure fire safety of objects with round-the-clock stay of people.

The meeting was opened by Deputy Chairman СESFS RT first Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin.

Sergey Sergeev, Deputy head Of the main Department of the Ministry of emergency situations of Russia for the Republic of Tatarstan, head of the Department of supervision and preventive work, made a report "on ensuring fire safety of social facilities with round-the-clock stay of people".

The main causes of fires in medical institutions of the Russian Federation were:

- violation of the rules of technical operation of electrical equipment and household appliances – 347 fires or 53.3 % of the total;

- careless handling of fire-156 fires (24%);

- deliberate destruction (damage) of other people's property by arson – 69 fires (10.6%).

Over the past 5 years (in the period from 2015 to 2019), the situation with fires and their consequences at social facilities of the Republic of Tatarstan with round-the-clock stay of people is characterized by the following main indicators:

- there were 11 fires;

- in the fires of the dead and injured are not allowed;

- material damage from fires amounted to more than 1,7 million rubles.

The distribution of the number of fires and their consequences at these facilities by Department is shown on the slide.

The main causes of fires in the Republic of Tatarstan were:

- arson – 3 fires or 27.3% of the total number of fires;

- careless handling of fire – 2 fires;

- violation of PPB during electric and gas welding works – 2 fires;

violation of the rules of installation and technical operation of electrical equipment and household appliances – 2 fires.

In the current year 2020, 58 fires have already occurred in medical institutions of the Russian Federation, where 11 people were killed, 2 people were injured, and material damage from the fires amounted to more than 700 thousand rubles.

Despite the ongoing set of measures, the analysis of the state of fire safety shows that a number of facilities do not meet the fire safety requirements and do not provide the required level of fire safety for people arriving at them.

Moreover, the existing fire automation systems are not maintained by specialized organizations at individual facilities, which consequently leads to their failure. This problem is relevant for 25 objects, including 21 health facilities, 1 social protection facility and 3 educational facilities.

However, to date, 14 hospitals in 11 municipalities remain disconnected. At the same time, only in 67 health care institutions, these systems are served by specialized organizations.

Of course, the solution of the above issues requires significant financial expenses. However, in the course of surveillance measures, violations of the regime are detected, such as cluttering up evacuation routes and exits, entrances and driveways to the building, not observing the Smoking regime, restricting access to primary fire extinguishing means, sources of external and internal water supply, etc.
