The main Department of the Ministry of emergency situations of Russia in the Republic of Tatarstan warns of responsibility for burning dry grass
According to the space monitoring system, since the beginning of the year, 4 thermal points have been registered on the territory of the Republic of Tatarstan, of which 3 have been confirmed. Only on Monday, March 30, Tatarstan firefighters went out 8 times to extinguish fires of dry grass and 8 times-to ignite garbage.
In all cases, the district departments of supervision and preventive work of EMERCOM of Russia on RT have sent requests to the territorial departments of management of Federal service of state registration, cadastre and cartography Tatarstan, as well as in land and property divisions of Executive committees of municipal areas with the purpose of establishment of the owner of land in the district departments of the MIA of Russia for the municipalities to conduct investigative activities for establishing the perpetrators.
Those responsible for burning dry grass bear administrative responsibility. In accordance with article 20.4 of the administrative Code of the Russian Federation violation of fire safety rules is punishable:
for part 1 in the form of a warning or administrative fine:
for citizens in the amount of two thousand to three thousand rubles;
for officials - from six thousand to fifteen thousand rubles;
for persons engaged in business activities without forming a legal entity - from twenty thousand to thirty thousand rubles;
for legal entities-from one hundred and fifty thousand to two hundred thousand rubles.
In addition, such actions can cause a major fire and lead to loss of life, and then the perpetrators of the fire will be criminally liable under article 168 ("Destruction or damage to property by negligence"), article 261 ("Destruction or damage to forest plantations") of the criminal code of the Russian Federation.
And the people of the Republic should do everything that depends on them:
- mow the surrounding areas, and immediately remove the mown grass;
- clear the area around buildings of dry grass, leaves, and debris;
- available primary fire extinguishing means – fire extinguishers, water barrels, crates with sand, to keep in an accessible place.
