IV all-Russian heroic and Patriotic festival of children and youth creativity "Star of salvation" starts in Tatarstan
The main Department of the EMERCOM of Russia in the Republic of Tatarstan is launching the first stage of the IV all-Russian heroic and Patriotic festival of children and youth creativity "Star of Salvation". The theme of the festival is "EMERCOM of Russia: Courage-Honor-Salvation", "dedicated to the heroes of salvation". Students of educational organizations, children's clubs, sections and other creative groups aged from 7 to 18 are allowed to participate in the festival. Participation can be either individual or collective, is voluntary and is free of charge. Applications for participation in the competition are accepted from February 20, 2020.
The festival is held in two stages between March and May 2020. The Republican stage (I stage) of the festival is held on the territory of the Republic of Tatarstan until March 27, 2020.
To participate in the Republican stage of the festival, you must submit an application (a sample is available in the Annex to this Regulation). Creative works in electronic form are sent to the Department of personnel, educational work and professional training Of the main Department of the EMERCOM of Russia in the Republic of Tatarstan by e-mail until March 20, 2020 ovripo@mail.ru.
From March 23 to 27, applications and creative works will be reviewed by the jury of the festival, and the winners will be determined. According to the results of the Republican stage of the festival, the winners of competitions will be awarded with festival diplomas.
The award ceremony is organized by the organizing Committee of the Republican stage of the festival of the main Department of the EMERCOM of Russia for the Republic of Tatarstan and the Ministry of civil defense and emergency situations of the Republic of Tatarstan.
The winners of the Republican stage (I stage) of the festival, who took 1st place in creative competitions, take part in the II stage of the festival.
Registration of applications for participation in the II stage of the festival until April 3, 2020.
The ceremony of awarding the winners of the festival will take place during the gala concert on May 16, 2020.
The festival includes the following creative competitions:
fine art competition;
competition of literary creativity;
competition of musical creativity;
competition of choreographic creativity;
competition of stage creativity.
All submitted works must correspond to the theme of the festival:

By submitting applications for participation in creative competitions, parents and teachers confirm their consent to use the materials they sent for non-commercial purposes for announcing the festival in the media, social advertising without paying royalties in accordance with the legislation of the Russian Federation.

IV all-Russian heroic and Patriotic festival of children and youth creativity "Star of Salvation" (hereinafter - the festival) is held by the Ministry of emergency situations of Russia in the period from February 20 to May 16, 2020.

II. PURPOSE
Patriotic education of the younger generation.
III. TASKS
Educating the younger generation of a sense of patriotism on modern examples of the heroism of rescuers and firefighters, popularizing the activities of the Ministry of emergency situations of Russia;
raising children's sense of respect for rescuers and firefighters of the Russian emergencies Ministry, admiration for the courage of heroes;
encouraging interested children and young people to study the history and activities of rescue services of the EMERCOM of Russia;
identifying gifted children and young people and supporting them in their professional development;
formation of a culture of life safety in children and youth;
improving the moral and psychological state of the younger generation, promoting and popularizing a healthy lifestyle;
increasing social activity of adolescents;
congratulations to rescue workers on the 30th anniversary of the Russian emergencies Ministry.
IV. PARTICIPANTS OF CREATIVE COMPETITIONS
Students of educational organizations, children's clubs, sections and other creative groups aged from 7 to 18 are allowed to participate in the festival. Participation can be either individual or collective, is voluntary and is free of charge.
V. TERMS of CARRYING out of CREATIVE COMPETITIONS
The festival includes the following creative competitions:

Each work is accompanied by an application in electronic form (format .pdf) (Annex 1 to this Regulation).

VI. REQUIREMENTS FOR PARTICIPATION IN CREATIVE COMPETITIONS
1. FINE ART COMPETITION
General requirements for work
Works submitted for the competition must be original and meet the following requirements:
matching the theme of the festival;
artistic merit of the work;
originality and independence;
availability of the author's position.
Types (genres) of creative works
The competition involves performing works in different genres of artistic creativity:
painting (watercolor, gouache, tempera, oil);
graphics (pencil drawing, pastel, print);
decorative and applied arts (batik, weaving, sewing, embroidery, wood carving, paper plastics, mosaic);
sculpture (plasticine, plaster, ceramics);
layouts, models.
The work is provided in electronic format .JPG with a resolution of at least 300 dpi.
2. COMPETITION OF LITERARY CREATIVITY
General requirements for work
Works submitted for the competition must be original and meet the following requirements:
artistic depth and expressiveness;
originality and independence;
artistic taste and literary erudition of the author;
depth of analysis, credibility and validity of literary works;
individual attitude to the raised topic, which should correspond to the theme of the festival.
Types (genres) of creative works
Competitive works can be performed in any genre of prose and poetry: short story, essay, epic, poem, poem, short story, fairy tale, essay, etc.
The work must be submitted in Microsoft Word format with the extension *.doc,*.docx. The file name must be typed in Russian and reflect the author's last name (for example: Petrov.doc). Margins from the edges of the sheet: top-2 cm, bottom-2 cm, left-2 cm, right-2 cm. Recommended font - Times New Roman, size-14 PT, line spacing-1.5. Volume – no more than 2 pages.

The competition involves performances in different genres:
vocals (solo, duet, ensemble, choir);
instrumental genre (solo, ensemble, orchestra).
The work is provided electronically in wmv, mp4 format; the minimum video resolution is 1280x720px.; the maximum duration of the video is 5 minutes.
4. COMPETITION OF CHOREOGRAPHIC CREATIVITY
General requirements for the performance
Submitted works must be performed at a high musical and aesthetic level and meet the following requirements:
emotionality and expressiveness of the speech;
high level of technical performance;
unity of figurative content and choreographic form.
Types (genres) of creative performances
The competition involves creative performances in different genres of choreography (classical dance, pop dance, modern choreography).
The work is provided electronically in wmv, mp4 format; the minimum video resolution is 1280x720px.; the maximum duration of the video is 5 minutes.
5. THE COMPETITION STAGE OF CREATIVITY
General requirements for work
Works submitted for the competition must be performed at a high artistic and stage level and meet the following requirements:
artistic depth and expressiveness;
Director's decision of the submitted works;
artistic and musical design, lighting solution;
high level of acting skills;
individual attitude to the topic raised.
Types and forms of creative works
Contest entries can be very diverse: poems, prose, author's poems, miniature, performance, concert number (no more than 7 minutes).
The work is provided electronically in wmv, mp4 format; the minimum video resolution is 1280x720px.; the maximum duration of the video is 7 minutes.
VII. DATES AND STAGES OF THE FESTIVAL

In 2019, the Ministry of emergency situations of Russia for the third time organizes the all-Russian heroic and Patriotic festival of children and youth creativity "Star of salvation". The event is aimed at educating the younger generation in the spirit of patriotism, love for the Motherland, respect for elders, the ability to help and support the weak in any life situation, as well as to promote a safe and healthy lifestyle.
The theme of creative works is a reflection of the daily work of firefighters, rescuers and other specialists of the rescue service.
Everyone between the ages of 7 and 18 can take part in 5 contests of the festival.to do this, you can submit an application for participation in the first stage of the festival via the Internet to the Main Department of the EMERCOM of Russia for the subject of the Russian Federation at the place of residence, by attaching your work in electronic form.
The first stage of the festival is held in the regions of the Russian Federation by The main departments of the EMERCOM of Russia in the regions of the Russian Federation.
The festival includes the following creative competitions:
1. Competition of fine art.
2. Competition of literary creativity.
3. Competition of musical creativity.
4. Competition of choreographic creativity.
5. Competition of stage creativity.
The second stage of the festival is attended by the winners of the first stage of the festival, who took first places in creative competitions, according to applications received from the Main departments of the EMERCOM of Russia in the regions of the Russian Federation.
The winners of the second stage will be awarded on September 28, 2019 during the final gala concert of the festival in the concert hall of the Federal state budgetary INSTITUTION "Central Museum of the great Patriotic war of 1941-1945" on Poklonnaya hill.
