Tatarstan rescuers do not carry out work on eliminateing the leak and disposal of mercury

Elimination of consequences of situations related to mercury pollution is assigned to municipalities of the Republic of Tatarstan (within the framework of concluding municipal contracts with specialized organizations).

In accordance with the decree of the Cabinet of Ministers of the Republic of Tatarstan from 14.01.1997 No. 29 "On measures for the prevention and elimination of consequences of foci of infection mercury vapor" acting on demercurization of foci of infection on the territory of the Republic of Tatarstan was assigned to Search-and-rescue service of the Republic of Tatarstan at the Ministry of emergency situations of the Republic of Tatarstan. At the same time, according to Federal law No. 99-FZ of 04.05.2011 "on licensing of certain types of activities", works on collection, transportation, processing, disposal, neutralization, and disposal of waste of hazard classes I-IV belong to licensed activities.

Due to the lack of a license, the Search and rescue service of the Republic of Tatarstan has no legal grounds for carrying out this activity. According to Federal law No. 151-FZ of 22.08.1995 "on emergency rescue services and the status of rescuers", these measures do not apply to emergency rescue operations.

In accordance with the resolution of the Cabinet of Ministers of the Republic of Tatarstan dated 01.02.2019 No. 58, the Search and rescue service of the Republic of Tatarstan was removed from the duties of demercurization of infection centers in the territory of the Republic of Tatarstan.

In accordance with the letter of the Prime Minister of the Republic of Tatarstan dated 16.01.2019 and the resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 731 dated 28.08.2019 "on approval of the quality Standard of the state service for calling emergency services on a single number "112", the elimination of situations related to mercury pollution is assigned to municipalities of the Republic of Tatarstan (within the framework of concluding municipal contracts with specialized organizations).

For demercurization (measures to eliminate mercury pollution) and disposal of mercury-containing waste, it is recommended to contact the unified duty and dispatch services (EDDS) of municipalities of the Republic of Tatarstan.

We remind you that if you have a broken thermometer or other mercury-containing device-you must do the following:

* open the Windows for air access and lowering the room temperature (the warmer the apartment, the more active the evaporation of metal).

* restrict access of people and Pets to the room where the mercury spill occurred.

* put on rubber gloves and a gauze bandage on your face, collect mercury with a newspaper slightly soaked in water, and the smallest balls can be collected with a band-aid.

* place the collected mercury in a container of water and close it tightly. Water is needed to prevent mercury from evaporating. Do not throw the container into the trash chute, toilet, or pour it out on the street!

* use a brush or spray gun to treat the spill site with a concentrated solution of potassium permanganate.

* leave for about an hour, then rinse with soap and soda solution (40 g of household soap and 50 g of baking soda dissolved in a liter of water).

* try not to enter the room during the day, then the floor can be washed with water.

* after collecting mercury, rinse your mouth with a weak solution of potassium permanganate, take 2-3 tablets of activated carbon – this will reduce the effect of toxins on the body.
